Speaker Biography:


Dr. Jay O’Laughlin has contributed significantly to advancing the biomass to energy sector. His leadership, expertise, and capabilities as a professional educator, frequent industry speaker, and prolific writer, have positively impacted bio-energy policy, legislation and education.

Dr. O’Laughlin is Professor of Forestry and Policy Sciences, College of Natural Resources, University of Idaho, where he serves as the full-time Director, College of Natural Resources Policy Analysis Group. The University heats the main campus by burning 20,000 dry tons of biomass per year, and has been doing so for more than 20 years.

Jay was elected Fellow of the Society of American Foresters in 2000, and is actively engaged in national SAF policy affairs, including the forestry profession’s stance on biomass utilization. He is a charter member of the Western Governors’ Association – Forest Health Advisory Committee and is Co-chair of its Woody Biomass Utilization & Energy Production Subcommittee. Furthermore, he chairs the Forestry Task Force for the Idaho Strategic Energy Alliance, also serving on the Alliance’s Carbon Issues Task Force as well as the Idaho Carbon Sequestration Advisory Committee.

Before moving to Idaho in 1989, Dr. O’Laughlin taught and conducted research in forest policy and forest resource economics at Texas A&M University. He has a BS in business finance from the University of Denver, and earned masters and doctoral degrees in forestry from the University of Minnesota.
